Dr. Zhang Biqing built a Villa on top of the 26-storey Chinese tower in Beijing.
Rather incredible and almost unbelievable...but this is true.
The main issue is that Dr. Zhang Biqing didn't ask the local authority to go ahead.
This means that residents of that Chinese building are now slightly worried, surprised and raised concerns over the lack of construction regulation.
